Member Bio

Bill Powell is Of Counsel to the Firm. His practice focuses on the defense of civil litigation and white-collar criminal matters.
Mr. Powell joined Steptoe & Johnson in 2021 after serving as United States Attorney for the Northern District of West Virginia. Prior to that he was a Member of Jackson Kelly PLLC and defended clients involved in personal injury, product liability and commercial litigation matters. He has also served as Assistant United States Attorney for the Southern District of West Virginia. He served in the criminal division and prosecuted a wide variety of fraud and violent crime cases. He also coordinated the Health Care Fraud Task Force. Mr. Powell's more than 30 years of private practice experience has included numerous individuals and businesses in personal injury, medical professional liability, product liability and business litigation. His criminal work has focused upon the representation of clients in investigations conducted by government agencies such as the Department of Justice, Environmental Protection Agency, Internal Revenue Service, the Federal Bureau of Investigation, MSHA and other agencies. He also provides advice on internal investigations and compliance matters.
He is a Fellow in the American College of Trial Lawyers, a member of DRI and the West Virginia Defense Trial Counsel. He is admitted to the West Virginia Bar, the Northern and Southern Districts of West Virginia, the Fourth Circuit Court of Appeals and the United States Supreme Court. He has been a frequent speaker and author on civil and criminal matters.
