Tim Kolly is the Director of DRI's Center for Law and Public Policy.

Prior to coming to DRI, Kolly was the president of Kolly Verbi Communications, a company he founded in 1993.

He took a three-year leave from his company from 2004-2007 to serve as vice president of public affairs and communications at Washington and Lee University in Lexington, Virginia. There he supervised a staff of eighteen, managing media relations, publications, university websites, the campus radio station, photography, internal communications, and 1,200 graphics projects each year.

Prior to founding Kolly Verbi, Tim Kolly served as vice president of the public relations division of The Martin Agency. Martin represented such clients as Mercedes-Benz, AT&T, Castrol, Wrangler, London Fog, Jansport, Remy-Martin, the National Foundation for Women Business Owners, and others.

Kolly worked for six years in the U.S. House of Representatives as legislative staff, legislative director, and professional staff of the House Committee on Rules. Four and a half of those years were spent with former House Minority Whip David E. Bonior (D-Mich.) where he handled foreign affairs issues and directed a foreign trade project for businesspeople in Bonior’s congressional district.

With Congressman Bonior, he co-authored The Vietnam Veteran, A History of Neglect (Praeger Publishers, N.Y. 1984). Kolly, himself a Vietnam veteran, was also the first director of the Vietnam Veterans in Congress, a caucus of 30 senators and congressmen who served in the military during the Vietnam era.

In 1984, he was a candidate for Congress in Florida's 15th congressional district.

In addition, Kolly worked as director of government and public relations with Worrell Enterprises, Inc., a Charlottesville, Virginia-based group of seventy-five newspapers. He also served as vice president of the company's non-profit educational foundation.

Later, he was director of development for the Thomas Jefferson Center for the Protection of Free Expression in Charlottesville, Virginia, a First Amendment protection center.

Kolly has won the Virginia Film Festival’s Governor’s Award for the screenplay Potomac Waltz. He has also written the screenplays Kyria, Diplomatic Immunity, and co-wrote Beyond Reach with Kathryn Thornton, a four-time NASA shuttle astronaut. He has written a number of articles and opinion pieces on public policy issues that have appeared in the New York Times, The National Geographic, USA Today, Washington Post and other publications.

Kolly is a graduate of the University of Michigan and holds a master's degree in international economics from Johns Hopkins University's School of Advanced International Studies. He has studied in Italy and the former Yugoslavia and attended the Wilderness Leadership School in Durban, South Africa.
