With 40 years in the construction, development and real estate industries, Joseph Bucci counsels his clients on numerous construction related legal matters. Joe represents contractors, subcontractors, suppliers, owners, developers, architects, engineers, sureties and property managers in matters including commercial, industrial, heavy and highway, healthcare, petro-chemical, gas and oil exploration, marine and public works construction/development projects.

What makes Joe particularly attuned to the construction and development industry is his hands-on experience prior to becoming a construction attorney. Joe was formerly a journeyman steamfitter who worked with the tools in the field; an estimator, a project engineer, construction manager, mechanical/electrical coordinator and a designer/builder for a major general construction company. These experiences in the construction industry gave him years of ground-up, practical construction experience that he shares with clients. He also served as in-house counsel to a large general construction company. Combined with his legal skills and dispute resolution abilities, Joe’s work history has proved to be invaluable to his legal career. He offers clients technical insight and the unique perspective of someone who has personally been in their shoes, as well as on the other side of trying to resolve the legal and/or operational issues associated with construction or real estate development matters.

Joe assists clients with risk management and daily operational issues; lays out strategic options; provides guidance in the areas of employment law, corporate matters and business succession planning; analyzes troubled projects for the submission of requests for equitable adjustments; administers OSHA matters; develops dispute resolution procedures; and engages in mediation, arbitration or litigation proceedings when and as necessary. He has served as an arbitrator for the American Arbitration Association and the Allegheny County Bar Association’s Construction Dispute Resolution Group. Joe also offers his services as both a private arbitrator or mediator to others in the construction industry.

Exceptional Value
Our legal budgets are shrinking. We need experienced lawyers, but we also want value. Cost is very important.
These are just some of the challenges our clients have been sharing with us recently during our Client Service Satisfaction interviews. As a result, Saul Ewing has stepped up its already flexible and cost-effective service to become one of the first law firms in the country to standardize and announce several alternative fee arrangements. We call it our Cost Certainty CommitmentSM (“CCC”). The CCC allows us to respond to a client’s cost concerns by tailoring a fee arrangement that suits that client, combining our already efficient staffing with blended rates, flat fees and success fees, as well as other fixed-fee options.
The CCC program gives in-house counsel the peace of mind that their legal needs will be satisfied with measurable value: attorneys whose depth of experience avoids re-inventing the wheel, instead making full use of existing work product and knowledge, and using agreed-upon cost structures intended to help project costs for budgeting purposes.
The response to the CCC program has been overwhelmingly positive. In an article published by LAW360, Law Firm Consultant Bruce MacEwen praised Saul Ewing for being so forthright and transparent with its alternative fee offerings:
By raising the issue first, and so openly, Saul Ewing shows that clients don't have to drag the firm “kicking and screaming into the world of alternative billing,” MacEwen said. “I think it's smart.”
In the same article, Michael B. Rynowecer, president of the BTI Consulting Group Inc., also credited Saul Ewing:
“Saul Ewing has done a very good job of making the issue front and center,” Rynowecer told Law360. “It's fairly bold. It breaks the norm,” he said. “It creates a dialogue with clients, and it controls the topic. It controls the conversation.”
